Any Computer can host a website. Wether it recieves a Valid IP Address is what comes into play on the hosting.
If you have Internet Access , wich you must have to ask/answer on Yahoo! , then your ISP usually supplies you with some space for a Homepage/Personal site.
But every PC is a Server that can Host a Website.The only thing that I know of that effects it is the bandwidth and the size of Data in/on the sight.
